WELFORD ON AVON is a popular village approximately four and a half miles from Stratford upon Avon and close to the North Cotswolds and the Vale of Evesham. The village has a range of local amenities, which include shop, butchers, junior and infant school, three inns, sporting facilities and church. More comprehensive facilities are available in the nearby towns of Stratford upon Avon (four miles), Evesham (eleven miles), Alcester and Birmingham (twenty-nine miles). The M40 motorway, Junction 15 at Longbridge near Warwick, is located approximately ten miles away giving access to the region's motorway network.

The site is situated on the northern edge of Welford on Avon and south of the village of Binton. The site boundary abuts the Evesham Road to the north. The southern boundary is bounded by open space north of the River Avon and Welford Boat Station, affording attractive views over the River.

DESCRIPTION The site area is approximately 4.45 acres (1.8 hectares) identified edged red on the plan.

The site was originally the location of Binton Railway Station, which was in operation from pre-1884 until 1949. The line was used by freight until 1960 when it was then disbanded. Following this, the site was used for the storage and distribution of propane gas. The site is currently vacant although redundant buildings and hardstanding remain. Evesham Road provides vehicular access into the works with hardstanding surfacing and scrub planting covering much of the site. There are areas of woodland to the east and west. An informal footpath link extends through the woods in an easterly and westerly direction towards Binton Road and local bus stops to the east and Blackcliffe to the west.

PLANNING The site benefits from an outline planning permission for the erection of up to 24 dwellings, including retention of the existing Station House. Application Ref: 14/01391/OUT (with effect from the 11th March 2016) Stratford on Avon District Council.

The consent is subject to further approval of Reserved Matters. These comprise access, appearance, layout, scale and landscaping. The proposed development consists of the following:

• Application site area of 1.8 hectares
• One vehicular access point off the B439 Evesham Road
• Demolition of the existing buildings except for the existing Station House, which is to be retained as a gateway building
• Public open space and incidental amenity open space within the site
• Boundary hedgerows and trees and all the boundaries of the site are to be retained and enhanced
• Mix of dwelling types with the indicative layout showing semi-detached, detached and possibly some apartments and 35% affordable housing provision
• Dwellings will be a maximum of two-storey in height with possibly some roof space accommodation
• Foul sewerage will be discharged via gravity or pumped main connection directly to the existing sewage network to Evesham Road or a site treatment package
• Two footpath links are proposed within the western and eastern parts to link the public right of way to the west with Binton Road to the east.

SECTION 106 The planning consent is subject to a 106 Agreement that provides for the provision of affordable housing and other matters.
